How do Vista’s components compare to that of Photoshop?

With the release of Windows Vista I’ve been debating the decision to buy Photoshop. I was curious to know if Vista has the capability to do the same things as Adobe Photohop Elements 5.0 and Premier 3.0 Bundle. I mostly would be using the software for editing documentaries, slideshows, and photos as well as making prints from negatives and downloading any kind of audio. I’d also like to be able to make animated short pieces (i.e. Jib Jab) and fool around with superimposing photos and what not (i.e. “If They Mated” from Late Night with Conan O’Brien).
I’m 16 and interested in editing and film production, so if anyone could answer my main question and give any other helpful advice, I would greatly appreciate it.
